Denver International Airport (DEN) is the largest public works project in the region and one of the nation’s

busiest airports. Its contracting practices profoundly shape economic opportunity. Over the past decade, DEN has generally met overall Minority/Women Business Enterprise (M/WBE) and Disadvantaged Business Enterprise (DBE) participation goals on major projects (18–25%). However, these aggregate achievements mask persistent inequities for Latino-owned businesses, particularly in Construction, Professional Architectural and Engineering Services, and Concessions. Structural reforms, improved transparency, and targeted support are needed to achieve genuine equity.
